Weekly usage by tier
Solar Panels and Wind Turbines generate +0.6 / +0.95 kWh per minute, but when they generate (night, weather) is undocumented — so generation hours per day is your assumption to set. The wiki figures imply a single panel can cover a typical week; lower the hours if your in-game statements disagree.
The Water Recycler does reduce the water bill (confirmed by the 0.1.5 patch notes and the in-game item description), but no source documents by how much — it is not modeled here.
Not modeled for lack of a verified number: Unemployment Benefits (game data hints at P100, the wiki lists the amount as unknown), story-card credits, and the price Melino pays for surplus power.

A fresh two-Para household
Defaults: 8 lights on 4 hours, 3 electronics for 3 hours and 2 appliances for 1.5 hours a day burn 806 kWh (P64.48); a toilet, a sink and one 12-minute shower run 756 liters (P75.60). The 0.5% tax on P20,000 of funds adds P100. Total: P240.08.
Two kids in the house
12 lights, 5 electronics and 3 appliances push electricity to 1,823 kWh (P145.82); two showers and a nightly bath push water to 3,318 liters (P331.80). Tax on P45,000 is P225, but two children credit −P400 via Family Benefit.
One panel, one turbine
Same household as the first example plus one Solar Panel and one Wind Turbine generating 12 hours a day: 7,812 kWh covers the whole 806 kWh week, so electricity lands at P0 and ≈7,006 kWh of surplus goes back to Melino. The bill is tax plus water only.
